So basically, I like the general idea, but I think it should still lean toward weak walls being rarer than strong walls. With the mechanic now, it is pretty much impossible for a player to sequence break if the designers are paying attention because passage between two areas is an exception, not a rule. Regarding vents, though, I think those are acceptable because they have specific entrances and exits. Given that you'd need to bend over backwards to do this, it'd be safe to say that breakable walls are the norm rather than specifically placed things, so now every room of every building needs to created.
That doesn't make much sense, except maybe in the local arms dealer's room. For example you can't just stick reinforced walls up throughout an entire apartment building in the bad side of town. The problem, now, is reconciling reinforced walls with lore. The use of reinforced walls would definitely go a long way with balancing out a break-anything mechanic, and I would enjoy it a lot.
